It depends mostly on which wheels drive the car. A front-wheel-drive car on a dolly has its drive wheels off the ground, so the road does not turn its transmission. A rear-wheel-drive or all-wheel-drive car on a dolly would have driven wheels rolling on the pavement, which can damage the transmission or transfer case.
